Robert Elver Mineral Economics Award
(Biography from 2008) Keith Brewer was director general of the Department of Natural Resources, responsible for proposing policies covering mineral economics, investment and taxation.
Under his chairmanship, many federal-provincial reviews resulted in important measures, including provisions to make better use of flow-through shares for exploration and analysis of the Canadian mineral investment climate, which formed a basis for the Whitehorse Mining Initiative.
Internationally, he has participated in World Bank teams and United Nations seminars. He also chaired the Mining Working Groups of the Canada-Russia Intergovernmental Economic Commission, the Canada-Saudi Arabia Joint Economic Commission, and the Canada-China (National Development and Reform Commission) meetings.
He has served as chairman of the Advisory Council at the Centre for Resource Studies at Queen’s University.
Brewer has a degree in Physics from Oxford University, a MA from the University of Alberta and a PhD in economics from McGill University. He was an electronics engineer with Philips Electrical in Europe and an assistant professor teaching graduate and undergraduate economics at Queen’s University.
